I was an Air Force contracting Officer, worked 22 years in defense contracting for the AF. Then 22 years as a civilian writing contracts with DoD.
DoD budgets are too big to manage, by far. The threats are not as big as they seem either.

DoD Federal Acquisition processes is not able to spend the gigantic budgets effectively or efficient
